Section 233(a) ( 29 U.S.C. 3323(a) ) is amended— in paragraph (1), by striking 95 percent and inserting 85 percent ; and by amending paragraph

(2)to read as follows: of the remaining amount— not more than 10 percent may be used for professional development for adult educators; and not more than 5 percent may be used for planning, administration (including carrying out the requirements of section 116), and the activities described in paragraphs

(3)and

(5)of section 232. .
