There is established a program, to be known as the Dignity Program under this subtitle, which shall provide for deferred action on removal and the provision of employment authorization in the case of eligible applicants, in accordance with the provisions of this subtitle. For purposes of this subtitle, section 212(a)(9) of the Immigration and Nationality Act shall not apply for purposes of any person who applies and thereafter participates in the Dignity Program.
