The War Powers Resolution ( 50 U.S.C. 1541 et seq. ), as amended by this Act, is further amended by inserting after section 7 the following: Notwithstanding any other provision of law, no funds authorized to be appropriated or otherwise made available under any provision of law may be obligated or expended for any activity by United States forces for which— prior congressional authorization is required under section 4(a) but has not been obtained; or congressional authorization is required under section 4(b) but has not been obtained before the expiration of the time period specified in paragraph
(1)or
(2)of section 4(c), as the case may be. For such time as may be necessary, not to exceed six months after the expiration of a specific statutory authorization for the use of United States forces, military force may be used for defensive purposes only as necessary to end the deployment or engagement of United States forces pursuant to this joint resolution. .
