In addition to amounts otherwise available, there is appropriated to the Secretary of Health and Human Services (referred to in this section as the Secretary ), for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $25,000,000, to remain available until expended, for carrying out the purpose described in subsection (b). The Secretary, acting through the Administrator of the Administration for Community Living, shall use amounts appropriated by subsection
(a)for necessary expenses to award grants, contracts, or cooperative agreements to public or private nonprofit entities pursuant to section 162 of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 ( 42 U.S.C. 15082 ) for initiatives to address the behavioral health needs of individuals with intellectual and developmental disabilities. Amounts appropriated by this section shall be used to supplement and not supplant other Federal, State, or local public funds to support individuals with intellectual and developmental disabilities.
