Through September 30, 2026, the Administrator of the Federal Emergency Management Agency may provide financial assistance under sections 203(h), 404(a), and 406(b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5133(h) , 42 U.S.C. 5170c(a) , 42 U.S.C. 5172(b) ) for— costs associated with low-carbon materials; and incentives that encourage low-carbon and net-zero energy projects.
