Subject to valid existing rights and mining claims for which the claim maintenance fee has been paid in the applicable assessment year, effective on the date on which a parcel of Federal land is identified for exchange under section 701(b)(3) of this title or sale under section 702(a)(1) of this title, the parcel of Federal land is withdrawn from— all forms of entry and appropriation under the public land laws; location, entry, and patent under the mining laws; and operation of the mineral and mineral materials leasing laws. The withdrawal of a parcel of Federal land under subsection
(a)shall terminate— on the date of sale; or in the case of exchange, the date of the conveyance of the title to the Federal land covered by the exchange; with respect to any parcel of Federal land identified for exchange under section 701(b)(3) of this title or sale under section 702(a)(1) of this title that is not exchanged or sold, not later than two years after the date the parcel of Federal land was offered for exchange or sale under this title; or on a different date mutually agreed to by the Secretary of the Interior and the County.
