Sec. 3312. Diplomatic boycott of the XXIV Olympic Winter Games and the XIII Paralympic Winter Games

It shall be the policy of the United States— to implement a diplomatic boycott of the XXIV Olympic Winter Games and the XIII Paralympic Winter Games in the PRC; and to call for an end to the Chinese Communist Party’s ongoing human rights abuses, including the Uyghur genocide. Notwithstanding any other provision of law, the Secretary of State may not obligate or expend any Federal funds to support or facilitate the attendance of the XXIV Olympic Winter Games or the XIII Paralympic Winter Games by any employee of the United States Government. Paragraph
(1)shall not apply to the obligation or expenditure of Federal funds necessary— to support— the United States Olympic and Paralympic Committee; the national governing bodies of amateur sports; or athletes, employees, or contractors of the Olympic and Paralympic Committee or such national governing bodies; or to provide consular services or security to, or otherwise protect the health, safety, and welfare of, United States persons, employees, contractors, and their families. The Secretary of State may waive the applicability of paragraph
(1)in a circumstance in which the Secretary determines a waiver is the national interest.
