Sec. 3311. Authorization of appropriations for protecting human rights in the People’s Republic of China

Amounts authorized to be appropriated or otherwise made available to carry out section 409 of the Asia Reassurance Initiative ( Public Law 115–409 ) include programs that prioritize the protection and advancement of the freedoms of association, assembly, religion, and expression for women, human rights activists, and ethnic and religious minorities in the People’s Republic of China. Amounts appropriated pursuant to subsection
(a)may be used to fund nongovernmental agencies within the Indo-Pacific region that are focused on the issues described in subsection (a). In carrying out this section, the Assistant Secretary of Democracy, Human Rights and Labor shall consult with the appropriate congressional committees and representatives of civil society regarding— strengthening the capacity of the organizations referred to in subsection (b); protecting members of the groups referred to in subsection
(a)who have been targeted for arrest, harassment, forced sterilizations, coercive abortions, forced labor, or intimidation, including members residing outside of the People’s Republic of China; and messaging efforts to reach the broadest possible audiences within the People’s Republic of China about United States Government efforts to protect freedom of association, expression, assembly, and the rights of ethnic minorities.
