None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2022 for the Navy may be obligated or expended to procure a C–130 aircraft for testing and evaluation as a potential replacement for the E–6B aircraft until the date on which the Secretary of the Navy submits to the congressional defense committees a report that includes the following information: The unit cost of each such C–130 test aircraft. The life cycle sustainment plan for such C–130 aircraft.
A statement indicating whether such C–130 aircraft will be procured using multiyear contracting authority under section 2306b of title 10, United States Code. The total amount of funds needed to complete the procurement of such C–130 aircraft.
