Section 8669a of title 10, United States Code, is amended by adding at the end the following new subsection: In order to meet surge capacity, the Secretary of the Navy may solicit proposals from, and award contracts for ship repair to, non-homeport shipyards that otherwise meet the requirements of the Navy for ship repair work. .
