Section 9516 of title 10, United States Code, is amended— in subsection (d), by striking When the Secretary and inserting Subject to subsection (e), when the Secretary ; by redesignating subsection
(e)as subsection (f); and by inserting after subsection
(d)the following new subsection: Not later than 60 days after the end of each fiscal year, the Secretary shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report that— identifies each contract for airlift services awarded in the preceding fiscal year to a provider that does not meet the requirements set forth in subparagraphs
(A)and
(B)of subsection (a)(1); and for each such contract— specifies the dollar value of the award; and provides a detailed explanation of the reasons for the award. . Chapter 961 of title 10, United States Code, as amended by subsections
