Sec. 1049. Report on acquisition, delivery, and use of mobility assets that enable implementation of expeditionary advanced base operations

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report that includes a detailed description of each of the following: The doctrine, organization, training, materiel, leadership and education, personnel, and facilities required to operate and maintain a force of 24 to 35 Light Amphibious Warships, as well as the feasibility of accelerating the current Light Amphibius Warship procurement plan and delivery schedule.
The specific number, type, and mix of manned and unmanned strategic mobility wing-in-ground effect platforms required to support distributed maritime operations and expeditionary advanced base operations. The feasibility of the Navy and Marine Littoral Regiments using other joint and interagency mobility platforms prior to the operational availability of Light Amphibious Warships or wing-in-ground effect platforms, including— United States Army Transportation Command’s more than 100 LCU-2000, Runnymede-class and the eight General Frank S.
Besson-class logistics support vessels; commercial vessel options, currently available, that meet Marine Littoral Regiment requirements for movement, maneuver, sustainment, training, interoperability, and cargo capacity and delivery; maritime prepositioning force vessels; and Coast Guard vessels. The specific number, type, and mix of long range unmanned surface vessel platforms required to support distributed maritime operations, expeditionary advanced base operations, along with their operational interaction with the fleet’s warfighting capabilities;
The feasibility of integrating Marine Littoral Regiments with— Special Operations activities; joint and interagency planning; information warfare operations; and command, control, communications, computer, intelligence, surveillance and reconnaissance, and security cooperation activities. The projected cost, and any additional resources required, to accelerate the operational deployment of Marine Littoral Regiments and deliver the capabilities described in paragraphs
(1)through
(5)by not later than three years after the date of the enactment of this Act. The report required by subsection
(a)shall be submitted in a publicly accessible, unclassified form, but may contain a classified annex.
