Sec. 103. Long-term treatment and recovery support services research

The Secretary of Health and Human Services shall award grants to eligible entities to carry out evidence-based research, over 5-year periods, for different modalities of treatment and recovery support for substance use disorder, including culturally competent (as defined in section 102 of the Developmental Disabilities Assistance and Bill of Rights Act of 2001 ( 42 U.S.C. 15002 )) treatment. An eligible entity receiving grant funds to carry out evidence-based research under subsection
(a)shall, with respect to such research— measure— mortality and morbidity; physical and emotional health; employment; stable housing; criminal justice involvement; family relationships; and other quality-of-life measures; and distinguish long-term outcomes based on— race; gender; socioeconomic status; and other relevant characteristics. To carry out this section, there are authorized to be appropriated such sums as may be necessary.
