Section 5311(a)(1) of title 49, United States Code, is amended— by striking means a State and inserting the following: means— a State ; by striking Government. and inserting Government; or ; and by adding at the end the following: a State or local governmental entity that operates a public transportation service and receives and administers Federal transit program grant funds for both rural and urban areas. .
