The Secretary shall— develop and implement a program of using contingency management principles to discourage the use of illicit drugs; and as part of such program use incentive-based interventions— to increase substance misuse treatment retention; and to promote adherence to treatment goals, including negative urinalysis. To carry out this section, there is authorized to be appropriated $25,000,000 for each of fiscal years 2022 through 2026.
