The Committee shall consist of— the Chief Manufacturing Officer; and not fewer than 8 and not more than 14 other members, who shall be appointed by the President not more than 60 days after the date on which the Chief Manufacturing Officer assumes office. Members of the Committee appointed by the President under subsection (a)(2) shall— be capable of critically assessing the policies, priorities, programs, and activities of the United States, with respect to the findings and policies described in title I; collectively constitute a balanced composition with respect to— technology, engineering, manufacturing fields; academic, industrial, and governmental experience, the business sector, the consumer sector, the defense sector, the public interest sector, and labor organizations that primarily represent workers in manufacturing; and regional diversity; and each be qualified and distinguished in not less than 1 of— engineering; technology; entrepreneurship; manufacturing; trade; information dissemination; education; worker training or credentialing; labor organizations that primarily represent workers in manufacturing; public affairs; and public policy.
The President shall appoint 1 member of the Committee to serve as Chair and another member to serve as Vice Chair, for such periods as the President may determine appropriate. Each member of the Committee who is not an employee of the Federal Government shall be entitled to receive compensation at a rate not to exceed the daily rate prescribed for GS–15 of the General Schedule under section 5332 of title 5, United States Code, for each day (including travel time) during which the member is engaged in the performance of the duties of the Committee.
Each member of the Committee who is serving away from the home or regular place of business of the member in the performance of the duties of the Committee may be allowed travel expenses, including per diem in lieu of subsistence, in the same manner as the expenses authorized by section 5703(b) of title 5, United States Code, for persons in government service employed intermittently.
