The President shall establish within the Executive Office of the President the President’s Advisory Committee on Manufacturing and Industrial Innovation (referred to in this title as the Committee ), which shall— promote regular communication between the Federal Government and the manufacturing sector in the United States, including significant communication with representatives of manufacturers with fewer than 800 employees; advise the Chief Manufacturing Officer on policies and programs of the Federal, State, and local governments that affect manufacturing in the United States; provide a forum for discussing and proposing solutions to industry-related problems; and promote efforts to ensure that the United States remains the preeminent destination for investment in manufacturing throughout the world.
