In administering a relevant program, the Secretary shall, to the extent practicable, invest or direct available and relevant programmatic resources so that such program— promotes electric vehicle charging infrastructure; supports clean and multi-modal transportation; provides improved air quality and emissions reductions; and prioritizes the needs of underserved or disadvantaged communities.
