Not later than 1 year after the date on which the funds provided under the grants awarded under this Act are expended by the States receiving grants under this Act, the Interagency Task Force shall submit a report to Congress detailing recommendations for a Federal program based on the most promising practices carried out with the funds awarded under titles I and II.
