The purpose of the MBDC Program shall be to create a national network of public-private partnerships that— assist minority business enterprises to— access capital and contracts; and create and maintain jobs; provide counseling and mentoring to minority business enterprises; and facilitate the growth of minority business enterprises by promoting trade.
