Nothing in this Act shall be construed to alter the authority of the President to determine access to classified material and records. Nothing in this Act shall be construed to alter a function of the Panel that was in effect pursuant to an Executive order that was in effect before the date of the enactment of this Act and that is not covered by a provision of this Act.
