For necessary expenses related to providing customs and immigration inspection and pre-inspection services pursuant to section 1356 of title 8, United States Code, and section 58c(f) of title 19, United States Code, and in addition to any other funds made available for this purpose, there is appropriated, out of any money in the Treasury not otherwise appropriated, $1,600,000,000, to remain available until September 30, 2021, to offset the loss resulting from the coronavirus pandemic of Immigration User Fee receipts collected pursuant to section 286(h) of the Immigration and Nationality Act ( 8 U.S.C. 1356(h) ), and fees for certain customs services collected pursuant to paragraphs 1 through 8 and paragraph 10 of subsection
(a)of section 13031 of the Consolidated Omnibus Budget Reconciliation Act of 1985 ( 19 U.S.C. 58c(a)(1) –(8) and (a)(10)): , That notwithstanding any other provision of law, funds made available by this section shall only be used by the U.S. Customs and Border Protection: Provided , That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
