Of the unobligated balances available to the Department of Veterans Affairs from title X of division B of the Coronavirus Aid, Relief, and Economic Security Act ( Public Law 116–136 ) for Veterans Health Administration, Medical Services , up to $140,000,000 may be transferred to the Veterans Health Administration, Canteen Service Revolving Fund to prevent, prepare for, and respond to coronavirus, domestically or internationally, which shall be for offsetting the losses resulting from the coronavirus pandemic of veterans canteen service collections pursuant to chapter 78 of title 38, United States Code: , That the transferred funds shall be in addition to any other funds made available for this purpose:
Provided , That the amounts transferred in this section that were previously designated by the Congress as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 are designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
