Of the unobligated balances available to the Department of Veterans Affairs from title X of division B of the Coronavirus Aid, Relief, and Economic Security Act ( Public Law 116–136 ) for Veterans Health Administration, Medical Services , funds may be transferred to the following accounts in the amounts specified: General Operating Expenses, Veterans Benefits Administration , up to $140,000,000; National Cemetery Administration , up to $26,000,000; and Departmental Administration, Board of Veterans Appeals , up to $1,000,000: , That the transferred funds shall be used for personnel costs and other expenses to prevent, prepare for, and respond to coronavirus, domestically or internationally, including the elimination of backlogs that may have occurred:
Provided , That the transferred funds shall be in addition to any other funds made available for this purpose: Provided further , That the transferred funds may not be used to increase the number of full-time equivalent positions: Provided further , That the amounts transferred in this section that were previously designated by the Congress as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 are designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
