Subsection
(a)of section 1236 of the Carl Levin and Howard P. Buck McKeon National Defense Authorization Act for Fiscal Year 2015 ( Public Law 113–291 ; 128 Stat. 3558), as most recently amended by section 1233(a) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 ( Public Law 115–232 ; 132 Stat. 2039), is further amended, in the matter preceding paragraph (1), by striking December 31, 2020 and inserting December 31, 2021 . Subsection
(g)of such section 1236, as most recently amended by section 1221 of the National Defense Authorization Act for Fiscal year 2020 ( Public Law 116–92 ), is amended to read as follows: Of the amounts authorized to be appropriated for the Department of Defense for Overseas Contingency Operations for fiscal year 2021, not more than $322,500,000 may be used to carry out this section. Of the funds authorized to be appropriated under paragraph (1), not more than 25 percent may be obligated or expended until the date on which the Secretary of Defense submits to the appropriate congressional committees a report that includes the following: An explanation of the manner in which such support aligns with the objectives contained in the national defense strategy. A description of the manner in which such support is synchronized with larger whole-of-government funding efforts to strengthen the bilateral relationship between the United States and Iraq. A description of— actions taken by the Government of Iraq to assert control over popular mobilization forces; and the role of popular mobilization forces in the national security apparatus of Iraq. A plan to fully transition security assistance for the Iraqi Security Forces from the Counter-Islamic State of Iraq and Syria Train and Equip Fund to standing security assistance authorities managed by the Defense Security Cooperation Agency and the Department of State by not later than September 30, 2022. The report under subparagraph
(A)shall be submitted in unclassified form but may include a classified annex. .
