The Secretary shall prioritize the reissuance of any regional general permit for maintenance dredging that expires prior to May 1, 2021, and shall use best efforts to ensure the reissuance prior to expiration of such a regional general permit for maintenance dredging. Nothing in this section affects, preempts, or interferes with any obligation to comply with the provisions of any Federal or State environmental law, including— the National Environmental Policy Act of 1969 ( 42 U.S.C. 4321 et seq.); the Federal Water Pollution Control Act ( 33 U.S.C. 1251 et seq.); and the Endangered Species Act of 1973 ( 16 U.S.C. 1531 et seq.).
