In the case of any interim risk reduction measure for dam safety purposes that was evaluated in a final environmental assessment completed during the period beginning on March 18, 2019, and ending on the date of enactment of this Act, the Secretary shall carry out a reevaluation of the measure in a timely manner if the final environmental assessment did not consider in detail at least— 1 operational water control plan change alternative; 1 action alternative other than an operational water control plan change; and the no action alternative. The alternatives described in subsection
(a)shall be developed in coordination with Federal agencies, States, units of local government, and other non-Federal interests that have existing water obligations that would be directly affected by implementation of an interim risk reduction measure referred to in that subsection. Nothing in this section prohibits the Secretary from implementing an interim risk reduction measure evaluated in a final environmental assessment during the period beginning on March 18, 2019, and ending on the date of enactment of this Act prior to the completion of the reevaluation under subsection (a).
