Section 1338 of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 ( 12 U.S.C. 4568 ) is amended by adding at the end the following: Beginning for fiscal year 2021 and each fiscal year thereafter, the Secretary shall include, in the annual budget justification submitted by the Secretary, a recommended supplemental appropriation level for the Housing Trust Fund, which shall be in an amount that is sufficient to eliminate the shortage of affordable and available rental dwelling units over a 10-year period. Out of amounts not otherwise appropriated, there is appropriated to the Housing Trust Fund $40,000,000,000 for fiscal year 2020. .
