Sec. 603. Skilled technical education outreach program

The Administrator shall establish a program to conduct outreach to secondary school students— to expose students to careers that require career and technical education; and to encourage students to pursue careers that require career and technical education. Not later than 180 days after the date of the enactment of this Act, the Administrator shall submit to the appropriate committees of Congress a report on the outreach program under subsection
(a)that includes— an implementation plan; a description of the resources needed to carry out the program; and any recommendations on expanding outreach to secondary school students interested in skilled technical occupations. The Administrator shall develop a program and associated policies to allow students from accredited educational institutions to view the manufacturing, assembly, and testing of NASA-funded space and aeronautical systems, as the Administrator considers appropriate. In developing the program and policies under paragraph (1), the Administrator shall take into consideration factors such as workplace safety, mission needs, and the protection of sensitive and proprietary technologies.
