It is the sense of Congress that the Administrator should pursue multiple technical paths for entry, descent, and landing for Mars, including competitively selected technology demonstration missions. The Administrator shall prioritize, within the Space Technology Mission Directorate, research, testing, and development of long-lead technologies and systems for Mars, including technologies and systems relating to— entry, descent, and landing; and in-space propulsion, including nuclear propulsion, cryogenic fluid management, and electric propulsion options.
