Sec. 301. Committee on Fiscal Control and the Budget of the Senate

The Committee on the Budget of the Senate is renamed as the Committee on Fiscal Control and the Budget of the Senate. The Committee on Fiscal Control and the Budget shall be treated as the Committee on the Budget listed under paragraph 3 of rule XXV of the Standing Rules of the Senate for purposes of the Standing Rules of the Senate. In the Senate, the Chairman and Ranking Member of the Committee on Appropriations and the Chairman and Ranking Member of the Committee on Finance (if not already a member of the Committee on Fiscal Control and the Budget of the Senate) shall be ex officio members of the Committee on Fiscal Control and the Budget, but shall have no vote in the Committee on Fiscal Control and the Budget and shall not be counted for purposes of determining a quorum.
Service of a Senator as an ex officio member of the Committee on Fiscal Control and the Budget of the Senate under paragraph
(1)shall not be taken into account for purposes of paragraph 4 of rule XXV of the Standing Rules of the Senate. Section 101 of S. Res. 445 (108th Congress) is amended— in subsection (d)— in the subsection heading, by striking and inserting Budget ; Fiscal Control and the Budget in the matter preceding paragraph (1), by striking the Committee on the Budget and inserting the Committee on Fiscal Control and the Budget ; and in paragraph (1), by striking the Budget Committee and inserting the Committee on Fiscal Control and the Budget ; and in subsection (e), by striking The Committee on the Budget and inserting The Committee on Fiscal Control and the Budget . This section is enacted— as an exercise of the rulemaking power of the Senate; and with full recognition of the constitutional right of the Senate to change such rules at any time, in the same manner, and to the same extent as in the case of any other rule of the Senate.
