Section 312(c) of the Congressional Budget Act of 1974 ( 2 U.S.C. 643(c) ) is amended— in the matter preceding paragraph (1), by striking for a fiscal year and inserting for a biennium ; in paragraph (1), by striking the first fiscal year and inserting either fiscal year in the biennium ; in paragraph (2), by striking that fiscal year and inserting either fiscal year in the biennium ; and in the matter following paragraph (2), by striking that fiscal year and inserting the applicable fiscal year .
