Sec. 1513. Study on vehicle-to-infrastructure communication technology

Not later than 1 year after the date of enactment of this Act, the Secretary shall offer to enter into an agreement with the Transportation Research Board of the National Academy of Sciences, Engineering, and Medicine to conduct a study to identify immediate and long-term safety benefits of— vehicle-to-infrastructure connectivity technologies; and technologies that would allow motor vehicles and roadway infrastructure to communicate using dedicated short-range communications and related safety applications. The study conducted under subsection
(a)shall include— recommendations to Congress on specific improvements to roadway infrastructure that would be needed to facilitate the implementation of— technologies that would allow motor vehicles and roadway infrastructure to communicate using dedicated short-range communications; and other vehicle-to-infrastructure connectivity technologies; and an evaluation of the safety, mobility, and environmental impacts resulting from a delay of the adoption of proven dedicated short-range communication technologies for vehicle-to-infrastructure communication. Before entering into an agreement under subsection (a), the Secretary shall provide an opportunity for public comment on the study proposal. If the Transportation Research Board enters into the agreement under subsection (a), to the maximum extent practicable, not later than 2 years after the date of enactment of this Act, the Secretary shall submit to Congress the study conducted under this section.
