Section 1130 of title 10, United States Code, is amended— by redesignating subsection
(d)as subsection (e); and by inserting after subsection
(c)the following new subsection (d): A decoration may be awarded or presented following the submittal of a recommendation under subsection
(b)approving the award or presentation. The authority to make an award or presentation under this subsection shall apply notwithstanding any limitation described in subsection (a). . The heading of such section is amended to read as follows: . The table of sections at the beginning of chapter 57 of such title is amended by striking the item relating to section 1130 and inserting the following new item: 1130. Consideration of proposals for decorations not previously submitted in timely fashion: procedures for review and award or presentation. .
