The Administrator shall provide technical assistance to the Territories and Freely Associated States to enhance such entities’ coastal management and climate change programs. To carry out this subsection there is authorized to be appropriated to the Administrator $5,000,000 for each of fiscal years 2021 through 2025. The Administrator shall submit an annual report to the Committee on Natural Resources of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate on the status of— wetland, mangrove, and estuary conditions in the Territories and Freely Associated States; and climate change impacts, including ecological, economic and cultural impacts, in the Territories and Freely Associated States.
