The Secretary of Commerce, acting through the Administrator, shall establish a Climate Change Insular Research Grant Program to provide grants to institutions of higher education in the Territories and Freely Associated States for monitoring, collecting, synthesizing, analyzing, and publishing local climate change data. To carry out this section there is authorized to be appropriated to the Secretary $5,000,000 for each of fiscal years 2021 and 2022.
