Of the funds appropriated to the Department of Homeland Security, $1,375,000,000 of the amounts made available under the heading “U.S. Customs and Border Protection—Procurement, Construction, and Improvements” by Public Law 116–93 is hereby rescinded: , That no amounts may be rescinded from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985 ( Provided Public Law 99–177 ).
