Not later than 30 days after the date of enactment of this Act, $20,000,000 from the unobligated balances from the amount described in section 212(b) of division D of Public Law 116–93 , shall be transferred to “Countering Weapons of Mass Destruction Office—Procurement, Construction, and Improvements” for electronic health records, and shall remain available until September 30, 2022, in addition to any amounts otherwise available for such purposes: , That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, and shall be available only if the President subsequently so designates such amount and transmits such designation to the Congress.
