None of the funds appropriated by this Act may be used to exclude, or implement the exclusion of, the Department of Defense, or any agency, activity, or subdivision thereof, from coverage under section 7103(b)(1) or
(2)of title 5, United States Code (commonly referred to as the “Federal Service Labor-Management Relations Statute”).
