In this subtitle: The term Administration means the Clean Energy Deployment Administration established by section 103. The term Administrator means the Administrator of the Administration. The term Advisory Council means the Energy Technology Advisory Council of the Administration. The term breakthrough technology means a clean energy technology that— presents a significant opportunity to advance the goals developed by the Secretary under section 102, as assessed under the methodology established by the Advisory Council; and has not been determined by the Secretary to be commercially ready.
The term clean energy technology means a technology related to the production, use, transmission, storage, control, or conservation of energy that will contribute to the stabilization of the climate by reducing greenhouse gas emissions or sequestering or utilizing carbon dioxide and— reduce the need for additional energy supplies by using existing energy supplies with greater efficiency; transmit, distribute, or transport energy with greater effectiveness through the infrastructure of the United States; or increase and diversify the sources of energy in the United States in a way that will reduce risk to human health, safety, and welfare and the environment and create energy security.
The term cost has the meaning given the term in section 502 of the Federal Credit Reform Act of 1990 ( 2 U.S.C. 661a ). The term direct loan has the meaning given the term in section 502 of the Federal Credit Reform Act of 1990 ( 2 U.S.C. 661a ). The term energy transition community has the meaning given such term in section 511 of this Act. The term financial institution means— an insured bank (as defined in section 3(h) of the Federal Deposit Insurance Act ( 12 U.S.C. 1813(h) )); a commercial bank or trust company; a private banker; an agency or branch of a foreign bank in the United States; any credit union; a thrift institution; a broker or dealer registered with the Securities and Exchange Commission under the Securities Exchange Act of 1934 ( 15 U.S.C. 78a et seq.); a broker or dealer in securities or commodities; an investment banker or investment company; an insurance company; and a loan or finance company.
The term Fund means the Clean Energy Investment Fund established by section 105(a). The term loan guarantee has the meaning given the term in section 502 of the Federal Credit Reform Act of 1990 ( 2 U.S.C. 661a ). The term National Laboratory has the meaning given the term in section 2 of the Energy Policy Act of 2005 ( 42 U.S.C. 15801 ). The term Secretary means the Secretary of Energy. The term security has the meaning given the term in section 2 of the Securities Act of 1933 ( 15 U.S.C. 77b ).
The term small business means a business which is independently owned and operated and which is not dominant in its field of operation. The term small business may be further defined by the Administrator by the number of employees, dollar volume of business, net worth, net income, or other factors. The term State means— a State; the District of Columbia; the Commonwealth of Puerto Rico; and any other territory or possession of the United States.
