Not later than the end of fiscal year 2021, and annually thereafter, the Secretary of Health and Human Services shall submit a report to the Congress on the adverse childhood experiences of children who are exposed to traumatic experiences in communities that have recently faced civil unrest. In this subsection, the term civil unrest — means demonstrations of mass protest and mobilization, civil disobedience, and disruption through violence, often connected with law enforcement issues; and includes such demonstrations in communities that have been affected by a high incidence of gun violence not caused by law enforcement.
