Section 520A of the Public Health Service Act ( 42 U.S.C. 290bb–32 ) is amended— by redesignating subsection
(f)as subsection (h); and by amending subsection (h), as redesignated, to read as follows: There are authorized to be appropriated to carry out this section $394,550,000 for each of fiscal years 2018 through 2024. Of the amounts authorized by paragraph
(1)to be appropriated for each of fiscal years 2021 through 2024— $194,500,000 shall be for carrying out subsection
(f)(relating to the Resiliency in Communities After Stress and Trauma Program); and $189,500,000 shall be for carrying out subsection
(g)(relating to Project AWARE). . Section 520A of the Public Health Service Act ( 42 U.S.C. 290bb–32 ), as amended by subsection (a), is further amended by inserting after subsection
(e)the following subsection: The Secretary shall maintain the Resiliency in Communities After Stress and Trauma Program of the Substance Abuse and Mental Health Services Administration, to be known at the ReCAST Program. In carrying out the ReCAST Program, the Secretary shall award grants to State and local health agencies to assist high-risk youth and families and promote resilience and equity in communities that have recently faced civil unrest through— implementation of evidence-based violence prevention and community youth engagement programs; and linkages to trauma-informed behavioral health services. In this subsection, the term civil unrest — means demonstrations of mass protest and mobilization, civil disobedience, and disruption through violence, often connected with law enforcement issues; and includes such demonstrations in communities that have been affected by a high incidence of gun violence not caused by law enforcement. . Section 520A of the Public Health Service Act ( 42 U.S.C. 290bb–32 ), as amended by subsection (b), is further amended by inserting after subsection
(f)the following subsection: The Secretary shall maintain the Project Advancing Wellness and Resiliency in Education program of the Substance Abuse and Mental Health Services Administration, to be known as Project AWARE. In carrying out Project AWARE, the Secretary shall make grants to State educational agencies to build or expand the capacity of such agencies, in partnership with State mental health agencies overseeing school-aged youth and local education agencies— to increase awareness of mental health issues among school-aged youth; to provide training for school personnel and other adults who interact with school-aged youth to detect and respond to mental health issues; and to connect school-aged youth, who may have behavioral health issues (including serious emotional disturbance or serious mental illness), and their families to needed services. In this subsection, the term State educational agency means— a State educational agency as defined in section 8101 of the Elementary and Secondary Education Act of 1965; or an education agency or authority of an Indian tribe or tribal organization (as such terms are defined in section 4 of the Indian Self-Determination and Education Assistance Act). .
