Not later than December 31, 2021, the Inspector General of the Department of Justice shall submit to the Committee on the Judiciary and the Select Committee on Intelligence of the Senate and the Committee on the Judiciary and the Permanent Select Committee on Intelligence of the House of Representatives a report on compliance with section 105(c)(3) of the Foreign Intelligence Surveillance Act of 1978 ( 50 U.S.C. 1805(c)(3) ). The report submitted under subsection
(a)shall cover the 3-year period ending on the date of the enactment of this Act and include the following: An assessment of the processes, if any, employed by the Director of the Federal Bureau of Investigation to ascertain whether each new facility or place at which electronic surveillance was directed was used by the target of the surveillance. An assessment of whether each new facility or place at which electronic surveillance was directed was used by— the target of the surveillance; and individuals other than the target of the surveillance, including the number of such individuals. The effectiveness of minimization procedures to limit collection of facilities or places that are determined were not used by the target of the surveillance. An assessment of the process whereby orders are approved absent knowledge of the identity of the target. The number of orders in which the identity of the target is not known.
