The Administrator shall conduct a study to evaluate the effect of emissions from fossil fuel facilities on the health of environmental justice communities, including such effects on the environment or that result in adverse human health for such communities. In evaluating effects under paragraph (1), the Administrator of the Environmental Protection Agency shall consider the distance between fossil fuel facilities and environmental justice communities. Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to Congress a report that summarizes the study conducted under subsection (a).
In this section: The term Administrator means the Administrator of the Environmental Protection Agency. The term environmental justice community has the meaning given such term in section 11001. The term fossil fuel facility has the meaning given such term by the Administrator for purposes of the National Emissions Inventory.
