Not later than 7 days after the date of the enactment of this Act, the Secretary shall fully restore the U.S. Citizenship and Immigration Services Central American Minors Program as the program existed on July 31, 2017, to ensure a safe, legal, and orderly alternative to children fleeing violence in Northern Triangle countries and, within 120 days of enactment of this Act, increase the effectiveness of the program by— increasing the number of refugee officers available for in-country processing; establishing additional site locations; and establishing program guidance prioritizing final determinations on a completed application within 180 days of completion of an application unless the security screening for such child cannot be completed during the 180-day period.
