Section 1656(a) of the National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; 129 Stat. 1124) is amended— by striking 2021 and inserting 2024 ; and by inserting , the Committee on Foreign Affairs of the House of Representatives, and the Committee on Foreign Relations of the Senate after the congressional defense committees .
