It is the sense of Congress that the Secretary of Energy should ensure that each laboratory operating contractor or plant or site manager of National Nuclear Security Administration sites applies generally accepted and consistent accounting best practices for laboratory, plant, or site directed research and development. Not later than 210 days after the date of the enactment of this Act, the Administrator for Nuclear Security shall submit to the congressional defense committees a report that assesses the costs, benefits, risks, and other effects of the pilot program under section 3119 of the National Defense Authorization Act for Fiscal Year 2017 ( Public Law 114–328 ; 50 U.S.C. 2791 note).
