The Secretary of Defense, acting through the Director of the Defense Security Cooperation Agency, shall establish and implement a program to provide training to relevant officials and staff of the Defense Security Cooperation Agency for purposes of carrying out this Act and the amendments made by this Act. Not later than one year after the date of the enactment of this Act, the Secretary of Defense, acting through the Director of the Defense Security Cooperation Agency, shall submit to the appropriate congressional committees a report on the implementation of the program required by subsection (a).
