Section 513(c)(1) of title 23, United States Code, is amended by inserting greenhouse gas emissions reduction, before and congestion management . Section 514(a) of title 23, United States Code, is amended— in paragraph
(6)by striking national freight policy goals and inserting national multimodal freight policy goals and activities described in subtitle IX of title 49 ; by redesignating paragraphs (4), (5), and
(6)as paragraphs (5), (6), and (7), respectively; and by inserting after paragraph
(3)the following: reduction of greenhouse gas emissions and mitigation of the effects of climate change; . Section 515(h) of title 23, United States Code, is amended— in paragraph (2)— by striking 20 members and inserting 25 members ; in subparagraph
(A)by striking State highway department and inserting State department of transportation ; in subparagraph
(B)by striking local highway department and inserting local department of transportation ; by striking subparagraphs (E), (F), (G), (H), (I), and
(J)and inserting the following: a private sector representative of the intelligent transportation systems industry; a representative from an advocacy group concerned with safety, including bicycle and pedestrian interests; a representative from a labor organization; and ; by redesignating subparagraph
(K)as subparagraph (H); and by striking subparagraph (L); in paragraph (3)— in subparagraph
(A)by striking section 508 and inserting section 6503 of title 49 ; in subparagraph (B)— in clause (ii)— by inserting in both urban and rural areas after by users ; and by striking ; and and inserting a semicolon; in clause
(iii)by striking the period and inserting ; and ; and by adding at the end the following: assess how Federal transportation resources, including programs under this title, are being used to advance intelligent transportation systems. ; and by adding at the end the following: Convene not less frequently than twice each year, either in person or remotely. ; in paragraph
(4)by striking May 1 and inserting April 1 ; and in paragraph
(5)by inserting , except that section 14 of such Act shall not apply before the period at the end. Section 516(b) of title 23, United States Code, is amended— by redesignating paragraphs (5), (6), and
(7)as paragraphs (6), (7), and (8), respectively; and by inserting after paragraph
(4)the following: demonstrate reductions in greenhouse gas emissions; .
