Section 504 of title 23, United States Code, is amended— in subsection (e)(1) by inserting and

(4); and in subsection
(f)by adding at the end the following: The Secretary shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate an annual report that includes— a list of all grant recipients under this subsection; an explanation of why each recipient was chosen in accordance with the criteria under paragraph (2); a summary of each recipient’s objective to carry out the purpose described in paragraph
(1)and an analysis of progress made toward achieving each such objective; an accounting for the use of Federal funds obligated or expended in carrying out this subsection; and an analysis of outcomes of the program under this subsection. .
